What is different in Tulsa
The service fee is the line readers miss: § 401 and § 402.A define the permit as "a total of the electric service fee … plus a base fee", so it rides automatically when the filing states an amperage; § 402.B and § 403 print "(when required)", so there it rides only when the job involves a service (the custom.electrical_service fact). No amperage stated means no service line — the engine declines to guess a service size rather than inventing one.
