Two exclusivity instructions are wired rather than described. § 301's application fee is credited — § 302 exceeds it at every valuation, so it never changes the total, and this site names it instead of summing it. And a storm-shelter permit is "a flat fee with no other administrative, zoning, or watershed fees applicable with the exception of Section 100": $88 indoor or $132 outdoor plus the state's $4.50, with the bands, the 8%, the $5 processing line and the $80 floor all standing down.

What this figure does not include

Impact fees, utility connections and other departments’ permits are the usual omissions, and in some jurisdictions they are larger than the permit fee itself.
