The sign row is one formula with the first sign inside its base: $50 for the first, $30 for each additional sign installed at the same time, counted from the number of signs on the filing.
The $50 minimum is a floor on the whole permit rather than on any row, charged as the shortfall after the rows have spoken: a three-fixture repair's item math can sit under it, and the permit still pays $50. The department page narrows the low-voltage description to "building service equipment only; such as temperature control wiring of HVAC equipment, or fire alarm system" while the ordinance lists "CATV cable, fire alarm devices, computer devices, data communication and other similar equipment" — the broader ordinance text is what this page quotes, and the narrowing is recorded.
