The Municipality of Anchorage Development Services Division (DSD) regulates construction under AMC Title 23
whose Tables 3-A through 3-E set every fee. Residential building permits (Group R-3 / IRC, one- to three-family dwellings) are calculated at 0.009 x valuation with a $360.00 minimum, and their plan review adds 50% of the permit fee. Commercial projects (IBC) step down as valuation grows: 0.015 x valuation to $500,000 ($525.00 minimum), 0.010 from $500,001 to $1,000,000, 0.008 to $5,000,000 and 0.006 above — with plan review at 65% of the permit fee across the commercial ladder.

What is specific to Anchorage
Anchorage enforces the International Building Code (IBC) and International Residential Code (IRC) with local subarctic and high-seismic amendments adopted in Chapter 23.10 of the Anchorage Municipal Code. The Development Services Division, at 4700 Elmore Road, serves the unified Municipality across the Anchorage Bowl, Eagle River, Chugiak and Girdwood — one fee schedule for all of them.
All construction must satisfy cold-climate thermal envelope rules and the Alaska Building Energy Efficiency Standards (BEES), and plans are reviewed against Southcentral Alaska's Seismic Design Category D/E criteria and high snow-load specifications. Standalone electrical and plumbing inspections price from Table 3-C/3-D/3-E's standard rate — $175.00 per inspection or hour with a one-hour minimum — and are pulled by state-licensed trade contractors through the municipal permitting portal.
The trade rate matters for budgeting: unlike the valuation-based building fee, a small electrical or plumbing job in Anchorage costs the $175.00 minimum regardless of project value, because the municipal code prices the inspection, not the work.

Valuation is based on total fair market value of all construction work, including materials, labor, and permanent equipment, subject to verification against regional building valuation standards — the same total the 0.009/0.015 rates multiply.

Not included in our estimates
These municipal fees cover the building permit, its plan review, and standalone trade inspections under Title 23. They exclude:
- Driveway and right-of-way permits issued by the Municipal Right-of-Way Division.
- On-site septic and private well permits issued by the Anchorage Health Department.
- Zoning conditional use and platting reviews handled by the Planning Department.
- Fire alarm and sprinkler plan examinations administered by the Anchorage Fire Department.
